Governor Rauner Signs Executive Order
Governor Rauner signed an Executive Order (2016-06) on Friday to effect state administrative proceedings. Under the order, the Director of the Central Management Services (CMS) shall create the Bureau of Administrative hearings and appoint a Bureau Chief. The Bureau shall invite up to ten state agencies to participate in an administrative hearing support program during the pilot period. The Bureau will be tasked with developing training programs for adjudicators; improve the process for assigning cases among adjudicators; promote shared resources among participating state agencies; develop uniform rules of procedure and recommend revisions to the agency’s administrative rules on administrative hearings. This Executive Order is in effect beginning today and running through June 30, 2017. The Illinois AFL-CIO will be monitoring the implementation of this Executive Order very closely as it relates to agencies responsible for worker safety and protections.
